This cute little guy is called Frank The Snowman. He is a free download from Beccy's Place. Created the polka dot paper in Gimp. Designed all the card pieces in Silhouette Studio DE software and cut them out with my Silhouette Cameo.

That's a great sketch Dee, and you did a wonderful job with your card. I'm seeing lots of those tags on cards at the moment, they're very popular and look great. I really like the green polka dot paper in the background of your card and I love the way you've added the three twine bows. Fabulous!
